Scope note(s)
- Persons who are not considered as nationals by any State under the operation of its law, with the exception of Convention refugees receiving protection and assistance from a UN agencies other than UNHCR, authors of serious crimes against humanity, war crimes and crimes against peace, authors of serious non-political crimes, or persons who have been given residence permit and given the right and obligations which are attached to the possession of the nationality of a country (see CSSP - 1)
