- No one shall be imposed a heavier penalty "than the one that was applicable at the time when the criminal offence was committed. If subsequent to the commission of the offence, provision is made by law for the imposition of the lighter penalty, the offender shall benefit thereby." (ICCPR - 15.1)
- Nul «ne sera infligé aucune peine plus forte que celle qui était applicable au moment o? l'infraction a été commise. Si, postérieurement à cette infraction, la loi prévoit l'aplication d'une peine plus légère, le délinquant doit en bénéficier.» (PIDCP - 15.1)
