- In 1975 "Declaration on the Rights of Disabled Persons" the UN General Assembly defined the term `disabled persons' as meaning "any person unable to ensure by himself or herself, wholly or partly, the necessities of a normal individual and/or social life, as a result of deficiency, either congenital or not, in his or her physical or mental capabilities." (DRDP - 1). "Disabled persons, whatever the origin, nature and seriousness of their handicaps and disabilities, have the same fundamental rights as their fellow-citizens of the same age, which implies first and foremost the right to enjoy a decent life, as normal and full as possible." (DRDP - 3). The term "people with disabilities" should be prefered to any other term used until recently.
- Dans sa «Déclaration des droits des personnes handicapées», adoptée en 1975, l'Assemblée générale des Nations Unies définit le terme comme désignant «toute personne dans l'incapacité d'assurer par elle-même tout ou partie des nécessitiés d'une vie individuelle ou sociale normale, du fait d'une déficience, congénitale ou non, de ses capacités physiques ou mentales» (DDPH - 1). «Le handicap? a essentiellement droit au respect de sa dignité humaine. Le handicap?, quelles que l'origine, la nature et la gravité de ses troubles et déficiences, a les mêmes droits fondamentaux que ses concitoyens du même âge, ce qui implique en ordre principal celui de jouir d'une vie décente, aussi normale et épanouie que possible» (DDPH - 3). Dans les textes, il est préférable d'utiliser le terme « personnes ayant une incapacité» avant tout autre terme.
