Ron Gould was born June 17, 1933 in Ottawa, Ontario. He was raised in Ottawa by his Mother and Father. Gould attended the University of Gould is well known nationally and internationally for his work and expertise with democratic elections. Gould worked for the federal government as early as 1955 beginning with a position in the Department of Northern Affairs and National Resources. In 2001 he became Chief Electoral Officer for Elections Canada after working for Elections Canada for several years. Gould has been involved as an elections observer since 1984 in many historic and landmark elections all around the world including the 1994 South Africa Election. He was also involved in consulting on election matters and issues including leading an inquiry of Scottish Election results in 2007. The list of countries he has been involved in is long and includes several eastern European countries, African Countries, Caribbean Countries as well as North American elections.
In 2001 Gould retired from Elections Canada after 20 years of service. He continued to work with organizations such as the International Election Commission, Council On Government Ethics Laws (COGEL) and the Carter Center promoting democratic election practices and observing international elections.
